AN ACT MAKING AN APPROPRIATION TO THE BOARD OF TRUSTEES OF STATE INSTITUTIONS OF HIGHER LEARNING FOR THE PURPOSE OF PROVIDING FUNDS TO ALCORN STATE UNIVERSITY AND MISSISSIPPI VALLEY STATE UNIVERSITY FOR EXPENDITURES AND MAKE-UP APPROPRIATIONS RELATED TO THE AYERS SETTLEMENT AGREEMENT, FOR THE FISCAL YEAR 2006.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:
SECTION 1. The following sum, or so much of it as may be necessary, is appropriated out of any money in the State General Fund not otherwise appropriated, to the Board of Trustees of State Institutions of Higher Learning for the purpose of providing funds to Alcorn State University and Mississippi Valley State University in the amounts and for the purposes specified in Section 2 of this act, for the fiscal year beginning July 1, 2005, and ending June 30, 2006...........................................$19,441,000.00.
SECTION 2. The Board of Trustees of State Institutions of Higher Learning shall distribute the money appropriated under Section 1 of this act as follows:
(a) ALCORN STATE UNIVERSITY:
(i) Ayers Settlement Agreement expenditures during fiscal year 2005...................................$ 1,800,000.00
(ii) Expenditures for summer development programs and diversity scholarships during fiscal years 2002 through 2005 ...................................................$ 1,000,000.00
(iii) Make-up appropriation for funding academic programs that the university was to have received during fiscal years 2002 through 2005 under the Ayers Settlement Agreement ...................................................$ 6,920,500.00
TOTAL..............................................$ 9,720,500.00
(b) MISSISSIPPI VALLEY STATE UNIVERSITY:
(i) Ayers Settlement Agreement expenditures during fiscal year 2005...................................$ 1,800,000.00
(ii) Expenditures for summer development programs and diversity scholarships during fiscal years 2002 through 2005 ...................................................$ 1,000,000.00
(iii) Make-up appropriation for funding academic programs that the university was to have received during fiscal years 2002 through 2005 under the Ayers Settlement Agreement ...................................................$ 6,920,500.00
TOTAL..............................................$ 9,720,500.00
SECTION 3. The money appropriated by this act shall be paid by the State Treasurer out of any money in the State General Fund not otherwise appropriated, upon warrants issued by the State Fiscal Officer; and the State Fiscal Officer shall issue his warrants upon requisitions signed by the proper person, officer or officers in the manner provided by law.
SECTION 4. This act shall take effect and be in force from and after July 1, 2005.
