A RESOLUTION URGING THE GOVERNOR TO EXPAND THE CALL OF THE SPECIAL SESSION TO INCLUDE A BILL TO RECTIFY THE UNJUST EXEMPTION OF DEPARTMENT OF CORRECTIONS PERSONNEL ACTIONS FROM THE PROCEDURES AND REGULATIONS OF THE STATE PERSONNEL BOARD.

     WHEREAS, in the attempt to deal with the state budget shortfall, the Department of Corrections was singled out for a reduction in staff; and

     WHEREAS, this unfair and inequitable action was compounded by exempting personnel actions of the Department of Corrections from the procedures and regulations of the State Personnel Board; and

     WHEREAS, House Bill No. 1279, 2004 Regular Session, unjustly subjected only certain facilities within the Department of Corrections to this drastic cost cutting action:

     NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE OF MISSISSIPPI, That we do hereby urge Governor Haley Barbour to expand the call of the special session to include a bill to rectify the harsh and unjust reduction of staff of the Department of Corrections without the protection of State Board of Personnel procedures and regulations.
