House Resolution 13

A RESOLUTION COMMENDING THE SERVICE OF HAROLD ARMSTRONG FOR HIS MANY YEARS OF CONTRIBUTION AND DEDICATED SERVICE TO THE STATE OF MISSISSIPPI AND CONGRATULATING HIM UPON HIS RETIREMENT.

     WHEREAS, Harold Armstrong will retire as an employee of the State of Mississippi on July 1, 2004, after 33 years of committed and diligent service to the state and its citizens; and

     WHEREAS, having received his bachelor's and master's degrees from Mississippi State University, Mr. Armstrong commenced his career with the State of Mississippi in 1971 as Director of the Division of Alcohol Abuse and Alcoholism for the Mississippi State Department of Health; and

     WHEREAS, during his illustrious career with the State of Mississippi, Mr. Armstrong has worked with the State Department of Health, the State Department of Mental Health and the Mississippi Health Systems Agency; and

     WHEREAS, having been very instrumental in the public health policy of the state, Mr. Armstrong will retire from the position of Director of Health Planning and Resource Development, a position he has fulfilled for 18 years, wherein he has been in charge of the state's Certificate of Need Program; and

     WHEREAS, a devoted husband of 40 years, Mr. Armstrong, who spends his leisure time raising cattle, hay and vegetables on his 300-acre farm in Copiah County, is married to Ann Armstrong, and together they have three children, Maurice Davis, Jeff Armstrong and Ben Armstrong and four grandchildren; and

     WHEREAS, it is the policy of the House of Representatives to recognize and commend excellence of such outstanding state employees as Harold Armstrong, whose services to the State of Mississippi and its many citizens have been monumental:

     NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF MISSISSIPPI, That we do hereby commend and congratulate Harold Armstrong upon his retirement after 33 years of dedicated and exemplary service to the State of Mississippi through the State Department of Health, and we extend to him our heartiest wishes for success in all his future endeavors.

     BE IT FURTHER RESOLVED, That copies of this resolution be furnished to Harold Armstrong and to the members of the Capitol Press Corps.
