     AMEND ON LINE 40 after the period by inserting the following:  "The commission may not lease any land or submerged land off the Mississippi Gulf Coast for the purposes of drilling off shore for oil, gas or other minerals that has been leased by the Department of Marine Resources before July 1, 2004, for any public or private oyster reef lease or any land or submerged land within one mile of that lease."
