     AMEND on line 10 by inserting the following language after the comma:  "and the governing authorities of any public natural gas district," and by striking the word "is" and inserting in lieu thereof the word "are"

     AMEND FURTHER on line 198 by inserting the following language after the comma:  "and the governing authorities of any public natural gas district," and by striking the word "is" and inserting in lieu thereof the word "are"

     AMEND FURTHER the title on line 2 by inserting the following language before the word may:  "AND THE GOVERNING AUTHORITIES OF ANY PUBLIC NATURAL GAS DISTRICT"
