A RESOLUTION COMMENDING AND RECOGNIZING THE ACCOMPLISHMENTS AND PUBLIC SERVICE OF DR. PHILLIP J. RESNICK, M.D., FROM CLEVELAND, OHIO, FOR HIS EXCELLENCE IN THE PRACTICE AND TEACHING OF PSYCHIATRY.

     WHEREAS, Dr. Phillip J. Resnick, M.D., is Professor of Psychiatry and Director of the Division of Forensic Psychiatry at Case Western Reserve University School of Medicine, and Adjunct Professor at Case Western Reserve University School of Law; and

     WHEREAS, Dr. Resnick has an international reputation for excellence in the practice and teaching of psychiatry, and is presenting a series of lectures in Jackson, Mississippi, on March 2-3, 2004; and

     WHEREAS, he has given more than 250 lectures and presentations on psychiatric issues in 34 states and 17 foreign countries, and he has authored or co-authored over 100 publications related to psychiatry; and

     WHEREAS, through his lectures and publications, Dr. Resnick has educated thousands of psychiatrists and other mental health professionals; and

     WHEREAS, Dr. Resnick is a veteran, having served as a Captain, U.S. Army, at Valley Forge Hospital in Phoenixville, Pennsylvania; and

     WHEREAS, he is board certified in psychiatry, neurology and forensic psychiatry, is listed in The Best Doctors in America, 1992-present, has received the American Psychiatric Association Award for Outstanding Educational Contributions, the Isaac Ray Award for outstanding contributions to forensic psychiatry and the Distinguished Life Fellow from the American Psychiatric Association, in recognition of significant contributions to psychiatry in 2003; and

     WHEREAS, Dr. Resnick's public service is a matter of record:  Ohio Psychiatric Association Task Force to Revise Ohio Statutes on Mentally Ill Criminals; Testimony before the Ohio House of Representatives and Senate on legislation regarding civil commitment; testimony before the National Commission on the Insanity Defense; People-to-People Citizen Ambassador Delegate in Mental Health Law to European nations; Task Force on American Bar Association Criminal Justice Mental Health Standards; Task Force on Competence to be Executed, Confess and to Refuse an Insanity Plea; Chair, Rape Task Force of Cleveland Bar Association; and Educational Advisory Committee on Biomedical Ethics; and Dr. Resnick was Consultant to the U.S. Attorney in the Unabomber case and the Andrea Yates case; and

     WHEREAS, it is indeed an honor to have an individual of Dr. Resnick's reputation and background in our state and he brings honor to us through his lectures and experience:

     NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE OF MISSISSIPPI, That we do hereby commend and recognize the accomplishments and public service of Dr. Phillip J. Resnick, M.D., from Cleveland, Ohio, for his excellence in the practice and teaching of forensic psychiatry, and extend to him the welcome and best wishes of the Legislature as he presents a lecture series in Mississippi.

     BE IT FURTHER RESOLVED, That this resolution be presented to Dr. Resnick and be made available to the Capitol Press Corps.
