A CONCURRENT RESOLUTION COMMENDING THE MISSISSIPPI ASSOCIATION OF GOVERNMENTAL PURCHASING AND PROPERTY AGENTS FOR THEIR LEADERSHIP AND CONTRIBUTION IN HOSTING THE NATIONAL INSTITUTE OF GOVERNMENTAL PURCHASING'S ANNUAL EXPOSITION, AND DESIGNATING MARCH 2004 AS PURCHASING MONTH IN MISSISSIPPI.
WHEREAS, the purchasing and materials management professions play a significant role in the efficiency and effectiveness of both government and business; and purchasing and materials management professionals, through their combined purchasing power, spend billions of dollars every year and so have a significant influence upon economic conditions throughout the world; and
WHEREAS, the mission of the National Institute of Governmental Purchasing is to enhance public procurement, promote the profession and preserve the public trust by providing expertise, direction and leadership for members and other stakeholders; and
WHEREAS, the Mississippi Association of Governmental Purchasing and Property Agents (MAGPPA), Chapter of the National Institute of Governmental Purchasing and other professional purchasing associations throughout the world engage in special efforts during the month of March, to inform the public about the importance of the role played by the purchasing profession in business, industry and government; and
WHEREAS, the National Institute of Governmental Purchasing provides invaluable services to its members and the public procurement profession through quality educational seminars, its Annual Forum and Products Exposition, its certification programs and its publications on best procurement practices; and
WHEREAS, the Mississippi Association of Governmental Purchasing and Property Agents strives to increase efficiency and economy in government by improving the quality of governmental purchasing, property and materials management in the State of Mississippi; and
WHEREAS, the Mississippi Association of Governmental Purchasing and Property Agents support and provide continuing education in the field of public procurement to further ensure the wise use of public resources and accountability of those resources; and
WHEREAS, the Mississippi Association of Governmental Purchasing and Property Agents will serve as host to the National Institute of Governmental Purchasing's 59th Annual Forum and Products Exposition on August 7 through 11, 2004 in Biloxi, Mississippi:
NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE OF MISSISSIPPI, THE HOUSE OF REPRESENTATIVES CONCURRING THEREIN, That we hereby commend the Mississippi Association of Governmental Purchasing and Property Agents for their leadership and contribution in hosting the National Institute of Governmental Purchasing Annual Exposition in Biloxi, Mississippi, in August, 2004, welcome the Institute and its Board of Directors to the State of Mississippi and designate March 2004 as "Purchasing Month in Mississippi" to recognize their considerable contributions to the field of public procurement.
BE IT FURTHER RESOLVED, That this resolution be presented to the Board of Directors of the National Institute of Governmental Purchasing and its Mississippi Chapter, and be made available to the Capitol Press Corps.
