A RESOLUTION COMMENDING THE SERVICE OF LINDA BOUNDS FOR HER MANY YEARS OF CONTRIBUTION AND DEDICATED SERVICE TO THE STATE OF MISSISSIPPI AS SPECIAL PROJECTS OFFICER FOR THE MISSISSIPPI SECRETARY OF STATE'S OFFICE AND CONGRATULATING HER UPON HER RETIREMENT.
WHEREAS, Linda Bounds will retire as an employee of the State of Mississippi on June 30, 2004, after more than 22 years of committed and diligent services to the state and its citizens; and
WHEREAS, born on June 6, 1944, in Jackson, Mississippi, to J.O. and Helen Roberts, Mrs. Bounds began her career with the state in February of 1982, under the administration of Governor William Winter; and
WHEREAS, at the commencement of her employment, Mrs. Bounds was Executive Secretary to the Chief of Staff, eventually serving two positions simultaneously as support secretary to Governor Winter and assistant to First Lady Elise Winter at the Governor's Mansion; and
WHEREAS, in 1984, Mrs. Bounds assumed new duties at the Secretary of State's Office under Dick Molpus as part of the Executive Division staff, assigned primarily to the "ceremonial" Capitol Office (Room 105), charged with developing a full-time satellite office for the agency; and
WHEREAS, in addition to providing agency-related services and assistance from the Capitol Office to the Legislature and legislative staff, Mrs. Bounds has managed the Secretary of State's constitutional responsibilities as the record keeper of all official acts of the Governor; and
WHEREAS, in 1996, with the election of Eric Clark to the Office of Secretary of State, Mrs. Bounds', now Special Projects Officer, duties and responsibilities grew to include tracking and monitoring legislation and taking an active role in following the overall legislative process; and
WHEREAS, during her illustrious career with the State of Mississippi, she has served under the leadership of six governors, including Governors William Winter, Bill Allain, Ray Mabus, Kirk Fordice, Ronny Musgrove and Haley Barbour; and
WHEREAS, having handled an estimated 5,000 requests for Mississippi flags since 1984, Mrs. Bounds has acquired the name "Flag Lady"; and
WHEREAS, a devoted wife, Mrs. Bounds is married to Sydney R. (Buddy) Bounds, and together they have two children, Mike (deceased) and Robert; and three grandchildren, Mike, Victoria and Sydney; and
WHEREAS, Mrs. Bounds has gone above and beyond the call of duty in her efforts of assuring that the Secretary of State's Office is represented in a conscientious, professional and courteous manner; and
WHEREAS, it is the policy of the House of Representatives to recognize and commend excellence of such outstanding state employees as Linda Bounds, whose services to the State of Mississippi are very much appreciated and whose presence will be greatly missed at the New Capitol:
NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF MISSISSIPPI, That we do hereby commend and congratulate Mrs. Linda Bounds upon her retirement after 22 years of dedicated and exemplary service to the State of Mississippi, and we extend to her our heartiest wishes for success in all her future endeavors.
BE IT FURTHER RESOLVED, That copies of this resolution be furnished to Mrs. Linda Bounds and to the members of the Capitol Press Corps.
