AN ACT TO AMEND SECTIONS 2 AND 4, CHAPTER 82, LAWS OF 2003, TO TRANSFER FUNDS IN THE FISCAL YEAR 2004 APPROPRIATION TO THE STATE BOARD OF PHARMACY FROM ONE CATEGORY TO ANOTHER; TO AUTHORIZE THE BOARD TO USE CERTAIN FUNDS TO PURCHASE FURNITURE, FIXTURES, EQUIPMENT AND A VEHICLE; AND FOR RELATED PURPOSES.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:
SECTION 1. Section 2, Chapter 82, Laws of 2003, is amended as follows:
Section 2. Of the funds appropriated under the provisions of Section 1, not more than the amounts set forth below shall be expended for the respective major objects or purposes of expenditure:

Any transfers or escalations shall be made in accordance with the terms, conditions and procedures established by law.
No general funds authorized to be expended herein shall be used to replace federal funds and/or other special funds which are being used for salaries authorized under the provisions of this act and which are withdrawn and no longer available.
SECTION 2. Section 4, Chapter 82, Laws of 2003, is amended as follows:
Section 4. In addition to all other funds heretofore appropriated, the following sum is hereby appropriated out of any money in the State Treasury to the credit of the Mississippi State Board of Pharmacy for the purpose of defraying the expenses of the board for the period beginning upon passage and through June 30, 2004. $ 300,000.00.
With the funds appropriated under the provisions of this section, * * * the Mississippi State Board of Pharmacy, acting through and under the direction of and with the approval of the Department of Finance and Administration, may negotiate a contract or agreement to secure property and construct a building that may be suitable for serving as a headquarters facility for the Mississippi State Board of Pharmacy, and may purchase furniture, fixtures, equipment and a vehicle.
SECTION 3. This act shall take effect and be in force from and after its passage.
