AMENDMENT No. 1 PROPOSED TO

                             Senate Concurrent NO. 536

     AMEND lines 55- 63 by striking subsection (4) in its entirety and insert in lieu the following.

     (4)  The courts of this state shall have no jurisdiction to predetermine the validity of the substance of a proposed initiative, and the subject matter and merits of a proposed initiative are not subject to substantive review by the Secretary of State, the Attorney General or the courts.

     AMEND line 189, after the period insert.

It also deletes the requirement that a sponsor of an initiative identify the amount and source of the revenue required to implement the initiative and prohibits the courts form determining the merits of the subject matter of an initiative before it is placed on the ballot.

     FURTHER, AMEND the title on line 5 after "DISTRICTS" by inserting the following:

TO THE DELETE THE REQUIREMENT THAT THE SPONSOR OF AN INITIATIVE IDENTIFY THE AMOUNT AND SOURCE OF REVENUE REQUIRED TO IMPLEMENTS THE INITIATIVE AND TO CLARIFY POWERS OF THE COURTS TO PREDETERMINE THE VALIDITY OF THE SUBSTANCE OF A PROPOSED INITIATIVE
