Amend by inserting the following after the period on line 276:

Notwithstanding any provision to the contrary, any hospital owned and operated by a political subdivision shall participate in a comprehensive plan of self-insurance and/or one or more policies of liability insurance under the Tort Claims Act and administered by the board.

Further, amend the title to conform.
