AMENDMENT No. 3 TO AMENDMENT No. 1 PROPOSED TO

                             Senate Bill NO. 2821

                             By Representative(s) Flaggs

     AMEND on line 3 by inserting the following language after the word "elector":  "who registered to vote by mail and is a first time voter and is required to submit identification under Section 303 of the Help America Vote Act of 2002"

     AMEND FURTHER by deleting lines 39 through 42 in their entirety and inserting in lieu thereof the following:

          "(r)  A current utility bill;

          (s)  A postmarked mailing that was addressed to the voter;

          (t)  Any other generally recognized form of photographic identification; or

          (u)  Any other government document that shows the name and address of the voter."

     AMEND FURTHER on lines 45 and 46 by deleting the words "State Board of Election Commissioners" and inserting in lieu thereof "Secretary of State", and on line 47 by inserting the following language after the period:  "Those forms shall be compiled in a book or booklet at the polling place provided solely for the purpose of compiling those forms."

     AMEND FURTHER on line 51 by inserting the following language after the word "vote":  "a regular election day ballot"
