AMENDMENT No. 10 TO AMENDMENT No. 1 PROPOSED TO

                             House Bill NO. 2

     AMEND by inserting the following new section after line 487 and renumbering the succeeding sections:

     SECTION *.  Civil actions in circuit court shall not be assigned to a judge until at least one (1) defendant has filed a responsive pleading.

     FURTHER, AMEND the title to conform.
