AMENDMENT No. 1 PROPOSED TO

                             Senate Resolution NO. 3

                             By Senator(s) Chaney

     AMEND by striking lines 4 through 20 and substituting the following:

     WHEREAS, the Mississippi Legislature made a commitment to fully fund the Mississippi Adequate Education Program; and

     WHEREAS, the Mississippi Legislature made a commitment to fund a series of annual pay increases for public school teachers in the First Extraordinary Session of 2001; and

     WHEREAS, the time has come for this Legislature to keep those commitments:

     NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE OF MISSISSIPPI, That in Fiscal Year 2004 the Mississippi Adequate Education Program should be fully funded and the next installment of the teacher pay plan should be fully funded, and that other funding for public education should not be reduced to fund these programs.

     BE IT FURTHER RESOLVED, That the Legislative Budget Committee should propose a budget for Fiscal Year 2004 which does so, subject to budget constraints.
