A RESOLUTION COMMENDING AND CONGRATULATING DR. MILTON WHEELER, PROFESSOR OF HISTORY AT WILLIAM CAREY COLLEGE, FOR PROMOTING INTERNATIONAL GOODWILL THROUGH TEACHING AMERICAN HISTORY TO HONOR STUDENTS IN 11 UNIVERSITIES THROUGHOUT RUSSIA.

     WHEREAS, Dr. Milton Wheeler is Professor at William Carey College, a position he has held since 1963.  He is a 1961 graduate of William Carey College and completed both the Master's Degree and the Ph.D. at Tulane University; and

     WHEREAS, at the invitation of Dr. Nikolai Nikandrov, President of the Russian Academy of Education and Assistant to President Vladimir Putin, and the Kindness Foundation of Russia and the United States, Dr. Wheeler spent 14 weeks teaching American History to honor students in 11 universities throughout Russia; and

     WHEREAS, the Kindness Foundation estimates that he taught over 4,000 students in this experience.  He also gave seminars on "Contemporary USA" and "How 911 Changed America."  In addition, he presented lectures to faculty, to high school students and to church groups; and

     WHEREAS, Dr. Wheeler addressed two conventions:  the High School Leadership Convention in Ivanova and the Student Foreign Language Convention in Tomsk; and

     WHEREAS, Dr. Wheeler is an active Rotarian, having held many chairmanships and serving on many committees of the district.  He was District Governor of District 6840 in 1989-1990.  He is a member of the Rotary Club of Petal.  Rotary International was one of the sponsors of Dr. Wheeler's trip to promote world understanding and goodwill; Dr. Wheeler spoke to Rotary Clubs in Moscow, Volgograd, Tomsk and Archangel; and

     WHEREAS, Dr. Wheeler's wife, Donna, accompanied him to Russia, and can attest to the far-reaching impact his teaching and diplomacy had on the students he encountered; Dr. Wheeler was a real promoter of international goodwill and understanding of different cultures; and

     WHEREAS, students, faculty and presidents of the universities Dr. Wheeler visited presented numerous resolutions of appreciation to him, and we join these tributes to this Mississippian who, through international diplomacy, ministry and dedication, has brought honor to his university, his community and to the State of Mississippi:

     NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE OF MISSISSIPPI, That we do hereby commend and congratulate Dr. Milton Wheeler, Professor of History at William Carey College, for promoting international goodwill through teaching American History to honor students in 11 universities throughout Russia, commend the Hattiesburg chapters of The Kindness Foundation and Rotary International for sponsoring Dr. Wheeler's mission, and wish him and his family continued success in their future academic and personal endeavors.

     BE IT FURTHER RESOLVED, That this resolution be presented to Dr. Wheeler and his family, be forwarded to the President of William Carey College, and be made available to the Capitol Press Corps.
