     AMEND by striking all after the first "to" on Line 26 and Lines 27 and 28 in their entirety, and by inserting in lieu thereof the following:

"assess a fee in an amount not to exceed Five Dollars ($5.00) for issuing an additional copy of a GED transcript or diploma."
