AMENDMENT No. 1 PROPOSED TO

                             House Bill NO. 1531

                             By Representative(s) Fillingane

     AMEND by inserting the following new subsection after line 233 and by renumbering all succeeding subsections accordingly:

     (8)  Unlawful absences by a kindergarten student in excess of the number allowed by a local school district may not be the reason for a school district's determination to withhold or recommend the withholding of the student from promotion to the first grade.

     AMEND FURTHER the TITLE on line 4 by inserting the following after the semicolon:  "TO PROVIDE THAT SCHOOL DISTRICTS MAY NOT WITHHOLD KINDERGARTEN STUDENTS FROM PROMOTION TO THE FIRST GRADE BASED UPON AN EXCESS NUMBER OF ABSENCES;".
