           AMEND on line 26 by inserting the following after the word "municipality":

          "and which is qualified as a tax-exempt organization under Section 501((c)(3) of the Internal Revenue Code".

          AMEND FURTHER, on line 259 by inserting the following after the word "county":

          "and which is qualified as a tax-exempt organization under Section 501(c)(3) of the Internal Revenue Code".
