A RESOLUTION COMMENDING THE CIVIC LEADERSHIP AND DEDICATED SERVICE OF MARVIN HOGAN, EXECUTIVE DIRECTOR OF THE AWARD WINNING HUMAN SERVICE AGENCY, FRIENDS OF CHILDREN OF MISSISSIPPI, INC.
WHEREAS, for the past thirty-four years Marvin Hogan has served in his present position as Executive Director of the Award Winning Human Service Agency, Friends of Children of Mississippi, Inc., (FCM, Inc.,)a 501C-3 private, nonprofit corporation providing a broad range of services to children and families in a fifteen-county service delivery area; and
WHEREAS, FCM, Inc., offers the following services: Head Start, the second largest enrollment in the State of Mississippi; Early Head Start, having established the first in the nation, both NAEAYC Accredited; the agency employs 825 employees. FCM, Inc., moved from an eighteen-month unfunded period to over 34 years of success and has transitioned some 118,000 children into public schools. The agency completed a five-year Longitudinal Study tracking 2,000 children into public schools, and subsequently with 500 children and their families. The study showed significantly and conclusively that FCM, Inc., Head Start Program does work - giving children a better chance of success from Kindergarten and enabling them to progress more rapidly than their counterparts through the fourth grade. Since 1994, FCM, Inc., Self-Sufficiency/Empowerment and Micro-Enterprise Development Project have assisted 209 businesses in getting started, 216 jobs have been created, secured or upgraded and 108 parents have returned to school; and
WHEREAS, Marvin Hogan is a native Mississippian. He received his B.S. Degree in Economics and Social Studies at Rust College, Holly Springs, Mississippi. He has done graduate work at numerous universities and has completed Management Training at Texas Tech University, Lubbock, Texas, and John E. Anderson Graduate School of Management at UCLA, Los Angeles, California; and
WHEREAS, he is married to Beverly Wade Hogan and they are the proud parents of two sons, Maurice and Marcellus, and grandparents of a grandson, Maracei, and a granddaughter, Emani. He is a member of the Koinonia Baptist Church, Jackson, Mississippi, pastored by the Reverend Walter Bowie, Jr., where he also serves in the capacity of a church deacon; and
WHEREAS, Mr. Hogan is a national speaker and trainer in the area of "Leadership Development" and "Effective Management Skills for the 90's and Beyond." Undergirding all of his training, his focus is on empowerment, where each individual's culture and dignity is respected and accepted. By accepting people as they are, allowing people to be what they want to be, assisting them in being the best they can be and casting aside doubts - success and empowerment are within your grasp - personifies his philosophy; and
WHEREAS, it is with great pride that we recognize the civic and charitable accomplishments of this Mississippian, who brings honor to his community and to his state:
NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE OF MISSISSIPPI, That we do hereby commend the civic leadership and dedicated service of Marvin Hogan, Executive Director of the Award Winning Human Service Agency, Friends of Children of Mississippi, Inc., and wish him and his family continued success in their future endeavors.
BE IT FURTHER RESOLVED, That a copy of this resolution be presented to Marvin Hogan and his family and be made available to the Capitol Press Corps.
