AN ACT TO AMEND SECTION 17-3-1, MISSISSIPPI CODE OF 1972, TO REQUIRE THE BOARD OF SUPERVISORS OF CERTAIN COUNTIES TO PUBLISH QUARTERLY THE EXPENDITURES MADE FOR THE PURPOSE OF ADVERTISING AND BRINGING INTO FAVORABLE NOTICE THE RESOURCES OF THE COUNTIES; AND FOR RELATED PURPOSES.

     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:

     SECTION 1.  Section 17-3-1, Mississippi Code of 1972, is amended as follows:

     17-3-1.  (1)  The board of supervisors of any county in Mississippi, and the mayor and board of aldermen or board of commissioners of any municipality in the State of Mississippi, may in their discretion, set aside, appropriate and expend monies, not to exceed one (1) mill of their respective valuation and assessment for the purpose of advertising and bringing into favorable notice the opportunities, possibilities and resources of such municipality or county. 

     (2)  For counties having a population greater than thirty thousand (30,000), the board of supervisors shall publish quarterly in a newspaper having the largest circulation in the county a conspicuous advertisement at least one-quarter (1/4) page in size which describes or itemizes the expenditures authorized in subsection (1).  The advertisements shall not be published in the legal notices or classified sections of the newspaper.

     SECTION 2.  This act shall take effect and be in force from and after July 1, 2002.
