AN ACT MAKING AN ADDITIONAL APPROPRIATION TO THE STATE VETERANS AFFAIRS BOARD FOR THE PURPOSE OF DEFRAYING THE EXPENSES OF THE BOARD IN OPERATING THE FOUR STATE VETERANS HOMES FOR THE FISCAL YEAR 2002.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:
SECTION 1. In addition to all other sums previously appropriated, the following sum, or so much of it as may be necessary, is appropriated out of any money in the State Treasury to the credit of the Veterans Affairs Board which is comprised of special source funds collected by or otherwise available to the board, for the purpose of defraying the expenses of the board for fiscal year ending June 30, 2002................... $703,062.00.
SECTION 2. This additional appropriation is made for the purpose of providing an increase in spending authority to major objects of expenditure as necessary to properly care for the men and women who reside in the four state veterans homes in Collins, Jackson, Kosciusko and Oxford, Mississippi.
SECTION 3. Of the funds appropriated under the provisions of Section 1 of this act and Senate Bill 3126, 2001 Regular Session, not more than the amounts set forth below shall be expended for the respective major objects or purposes of expenditure:

SECTION 4. If, at the end of any calendar month, the State Personnel Board determines that the Veterans Affairs Board has taken action(s) that would cause the board to exceed the fiscal year 2002 appropriated level for "Personal Services," when annualized, then only those actions that reduce the appropriation requirement will be processed by the State Personnel Board until such time as the requirements of this provision are met.
SECTION 5. It is the intention of the Legislature that the Executive Director of the Veterans Affairs Board may authorize increases in major objects of expenditure in total amounts as necessary, provided that other major objects of expenditure are decreased by the corresponding dollar amount. However, no transfer shall be authorized that increase the major object of expenditure "Salaries, Wages and Fringe Benefits."
SECTION 6. The money appropriated by this act shall be paid by the State Treasurer out of any money in the proper fund or funds as set forth in this act, upon warrants issued by the State Fiscal Officer, and the State Fiscal Officer shall issue his warrants upon requisitions signed by the proper person, officer or officers in the manner provided by law.
SECTION 7. This act shall take effect and be in force from and after its passage.
