AN ACT TO PROHIBIT RACIAL PROFILING BY LAW ENFORCEMENT OFFICERS; TO PROVIDE PENALTIES FOR VIOLATIONS; AND FOR RELATED PURPOSES.

     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:

     SECTION 1.  It shall be unlawful for any law enforcement officer to detain or stop a person in traffic based solely on the race of the person being detained or stopped.  All law enforcement agencies shall keep accurate records of all traffic stops and detentions identifying the reasons for the stops and the race of the person being stopped or detained.  Any law enforcement officer who violates this section shall, upon conviction, be fined not more than One Thousand Dollars ($1,000.00) or imprisoned for up to one (1) year, or both.

     SECTION 2.  This act shall take effect and be in force from and after July 1, 2002.
