AN ACT TO REQUIRE THIRD GRADE STUDENTS TO READ AT THE STATE AVERAGE IN ORDER TO BE ELIGIBLE FOR PROMOTION TO THE FOURTH GRADE; AND FOR RELATED PURPOSES.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:
SECTION 1. (1) In order to be eligible for promotion to the fourth grade, each third grade student in the public schools must receive a score that is equal to or greater than the third grade state average on the statewide assessment in reading.
(2) Each third grade student who scores below the third grade state average on the statewide assessment in reading must be provided individualized remedial instruction, in addition to the regular curriculum of reading instruction, by the school district until the student achieves a level of basic reading and reading comprehension consistent with the state average.
SECTION 2. This act shall take effect and be in force from and after July 1, 2002.
