AMENDMENT No. 1 PROPOSED TO

Amend by striking all after the enacting clause and inserting in lieu thereof the following:
SECTION 1. Section 23-15-1037, Mississippi Code of 1972, is amended as follows:
23-15-1037. (1) The State of Mississippi is hereby divided into four (4) congressional districts as follows:
FIRST DISTRICT. The First Congressional District shall be composed of the following counties and portions of counties: Alcorn, Benton, Calhoun, Choctaw, DeSoto, Itawamba, Lafayette, Lee, Pontotoc, Prentiss, Rankin, Tippah, Tishomingo, Union, Webster; in Attala County the precincts of McCool, Liberty Chapel, Berea, Carmack, Hesterville, Possumneck, North Central, Thompson, Zama, Providence, East and Ethel; in Hinds County Precincts 8, 9, 14, 15, 17, 32, 33, 34, 35, 36, 44, 45, 46 and 78; in Leake County the precincts of Edinburg, East Carthage, Sunrise, Renfroe, South Carthage, Good Hope, Lena, Freeny, Ebenezer, Walnut Grove, Salem and Madden; in Lowndes County the precincts of Caledonia, Steens A, Co-op A, Steens C and Lee High; in Madison County the precincts of Trace Harbor, Main Harbor, Victory Baptist Church, Madison 1, Madison 2, Madison 3, Ridgeland 3, Ridgeland 4, Ridgeland First Methodist Church, Gluckstadt, Ridgeland 1, Ridgeland Tennis Center, Highland Colony Baptist Church and Whispering Lake; in Marshall County the precincts of Early Grove, Hudsonville, Slayden, Mt. Pleasant, North Cayce, Byhalia, Cayce, Barton, Warsaw, Potts Camp, Cornersville, Bethlehem and Waterford; in Monroe County the precincts of Oak Hill, Smithville, Williams, Parham, Hatley, Brooks, Amory 1, Bigbee 1, Boyds, Pickles, Greenwood Springs, Quincy, Becker, Amory 2, Gattman, Bartahatchie, Grubb Springs, Hamilton, Lackey, Athens, Darracott and Strong; in Scott County the precincts of Homewood, East-West Morton, Northwest Forest, Pulaski, Springfield, Cooperville, Clifton, Beach, North Morton, Liberty and Ludlow; and in Yalobusha County the precincts of North, Sylva Rena and Northwest.
SECOND DISTRICT. The Second Congressional District shall be composed of the following counties and portions of counties: Bolivar, Carroll, Claiborne, Coahoma, Grenada, Holmes, Humphreys, Issaquena, Jefferson, Leflore, Montgomery, Panola, Quitman, Sharkey, Sunflower, Tallahatchie, Tate, Tunica, Warren, Washington, Yazoo; that portion of Attala County not included in the First Congressional District; in Hinds County Precincts 1, 2, 4, 5, 6, 10, 11, 12, 13, 16, 18, 19, 20, 21, 22, 23, 24, 25, 26, 27, 28, 29, 30, 31, 37, 38, 39, 40, 41, 42, 43, 47, 50, 51, 52, 53, 54, 55, 56, 57, 58, 59, 60, 61, 62, 63, 64, 66, 67, 68, 69, 70, 79, 80, 81, 82, 83, 84, 85, 86, 87 and 88, and the precincts of Bolton, Edwards, Pinehaven, Brownsville, Cayuga, Cynthia, Pocahontas, St. Thomas, Tinnin, Utica 1, Clinton 3, Raymond 1, Learned, Jackson State and Utica 2; that portion of Leake County not included in the First Congressional District; that portion of Madison County not included in the First Congressional District; that portion of Marshall County not included in the First Congressional District; and that portion of Yalobusha County not included in the First Congressional District.
THIRD DISTRICT. The Third Congressional District shall be composed of the following counties and portions of counties: Adams, Amite, Chickasaw, Clay, Copiah, Covington, Franklin, Jasper, Jefferson Davis, Kemper, Lawrence, Lincoln, Marion, Neshoba, Newton, Noxubee, Oktibbeha, Pike, Simpson, Smith, Walthall, Wilkinson, Winston; that portion of Hinds County not included in the First Congressional District or the Second Congressional District; in Jones County the precincts of Lamar School, Bruce, Centerville, Laurel Courthouse, Pleasant Ridge, Cameron Center, Anthonys Florist, Blackwell, County Barn, Ellisville Court House, Moselle, Pinegrove, Rainey, Sandhill, Shelton, South Jones, Union, Cooks Avenue Community Center, National Guard Armory, Nora Davis School, Roosevelt, Oak Park School, Pendorf, Maple Street YWCA, Old Health Department and Currie; in Lauderdale County Precincts of 4, 6, 7, 8, 9, 10, 11, 12, 14 and 15, and the precincts of Sageville and Meehan; that portion of Lowndes County not included in the First Congressional District; that portion of Monroe County not included in the First Congressional District; and that portion of Scott County not included in the First Congressional District.
FOURTH DISTRICT. The Fourth Congressional District shall be composed of the following counties and portions of counties: Clarke, Forrest, George, Greene, Hancock, Harrison, Jackson, Lamar, Pearl River, Perry, Stone, Wayne; that portion of Jones County not included in the Third Congressional District; and that portion of Lauderdale County not included in the Third Congressional District.

(2) The boundaries of the congressional districts described in subsection (1) of this section shall be the boundaries of the counties along such congressional district boundaries as the boundaries of such counties existed on October 1, 2001, and the precinct boundaries along such congressional district boundaries as such precinct boundaries are contained in Census 2000 redistricting maps (Public Law 94-171) TIGER line file.
SECTION 2. The Chairman of the Standing Joint Congressional Redistricting Committee, with the assistance of counsel employed by the Standing Joint Congressional Redistricting Committee, shall submit this act, immediately upon approval by the Governor or approval by the Legislature subsequent to a veto, either to the Attorney General of the United States or to the United States District Court of the District of Columbia, or both, in accordance with the provisions of the Voting Rights Act of 1965, as amended and extended.
SECTION 3. This act shall take effect and be in force from and after the date it is effectuated under Section 5 of the Voting Rights Act of 1965, as amended and extended.
Further, amend by striking the title in its entirety and inserting in lieu thereof the following:
AN ACT TO AMEND SECTION 23-15-1037, MISSISSIPPI CODE OF 1972, TO REAPPORTION THE CONGRESSIONAL DISTRICTS OF MISSISSIPPI; AND FOR RELATED PURPOSES.
