Amend by striking all after the enacting clause and inserting in lieu thereof the following:
SECTION 1. Section 23-15-1037, Mississippi Code of 1972, is amended as follows:
23-15-1037. (1) The State of Mississippi is hereby divided into four (4) congressional districts as follows:
FIRST DISTRICT. The First Congressional District shall be composed of the following counties and portions of counties:
Clarke, Forrest, George, Greene, Hancock, Harrison, Jackson, Jones, Lamar, Pearl River, Perry, Stone, Wayne; in Lauderdale County the precincts of Precincts 1, 2, 5, 16, 17, 18 and 19, and the precincts of Prospect, Odom, East Marion, Pickard, Clarkdale, Culpepper, Valley, Causeyville, Vimville, Whynot, Zero and Mt. Gilead.
SECOND DISTRICT. The Second Congressional District shall be composed of the following counties and portions of counties:
Adams, Amite, Clay, Copiah, Covington, Franklin, Jasper, Jefferson Davis, Kemper, Lawrence, Lincoln, Lowndes, Marion, Noxubee, Oktibbeha, Pike, Simpson, Smith, Walthall, Wilkinson; in Hinds County Precincts 1, 5, 6, 8, 9, 32, 33, 47, 53, 58, 63, 64, 66, 69, 72, 73, 74, 75, 76, 77, 92, 93, 95, 96 and 97, and the precincts of Spring Ridge, Byram 1, Byram 2, Old Byram, Terry, Chapel Hill and Dry Grove; in Monroe County the precincts of South Aberdeen 4, Darracott, Strong, Muldon, Prairie and Gibson; in Neshoba County the precincts of Tucker District 1, New West Central Philadelphia, North Bend, Central, Northeast Philadelphia, Forestdale, Bogue Chitto, East Philadelphia, Southeast Philadelphia, Bloomfield, Countyline, Tucker District 3, House, Herbert, Golden Grove, Deemer, Northwest Philadelphia, Burnside, East Neshoba and Stallo; in Newton County the precincts of Union 1, Decatur 1, Decatur 1-A, Newton 1, Union 2, Duffee, Chapel Hill, Little Rock, Lawrence, Newton 4, Hazel, Chunky, Hickory, Liberty and Newton 5; in Rankin County the precincts of Clear Branch, Cleary, East Steens Creek, Mountain Creek, North Richland, South Richland, Star, West Pearl, West Steens Creek, Cato, Cunningham Heights, Dry Creek, Monterey, Puckett, South Pearson, Antioch, Johns, Mayton, Crossroads, Shiloh, Springhill, West Brandon, Whitfield and South Brandon; in Scott County the precincts of North Forest, South Forest, Usry, Lake, High Hill, Homewood, East-West Morton, Northwest Forest, Pulaski, Springfield, Cooperville, North Morton and Northeast Forest; in Winston County the precincts of Gum Branch, Fairground, Louisville High School, Old National Guard Armory, Louisville Electric, Ellison Ridge, Nanih Waiya-Handle, Nanih Waiya, Lovorn Tractor, Crystal Ridge, Sinai, New Hope, American Legion, Betheden-Loakfoma, Elementary School, Bethany, Bond, Zion Ridge, County Agent, Calvary, Dean Park, E.M.E.P.A. and Noxapater; and that portion of Lauderdale County not included in the First Congressional District.
THIRD DISTRICT. The Third Congressional District shall be composed of the following counties and portions of counties:
Bolivar, Carroll, Claiborne, Coahoma, Holmes, Humphreys, Issaquena, Jefferson, Leflore, Quitman, Sharkey, Sunflower, Tallahatchie, Tunica, Warren, Washington, Yazoo; in Attala County the precincts of South Central, Northeast, Carmack, Hesterville, Possumneck, North Central, Northwest, Aponaug, McAdams, Newport, Sallis and Southwest; in Grenada County the precincts of Grenada Box 1, Tie Plant, Elliott, Sweethome, Grenada Box 2, Gore Springs, Futheyville, Providence, Grenada Box 3, Kirkman, Pleasant Grove, Grenada Box 4, Geeslin, Grenada Box 5 and Holcomb; in Leake County the precincts of North Carthage, Conway, West Carthage, Wiggins, Thomastown and Ofahoma; in Madison County the precincts of Ratliff Ferry, Canton Precinct 2, Canton Precinct 3, Canton Precinct 7, Ridgeland 3, Ridgeland 4, Lorman-Cavalier, Ridgeland 1, Tougaloo, Smith School, Magnolia Heights, Flora, Virlilia, Canton Precinct 5, Liberty, New Industrial Park, Madison County Baptist Family Life Center, Cameron, Couparle, Camden, Sharon, Canton Precinct 1, Canton Precinct 4, Luther Branson School and Bible Church; in Montgomery County the precincts of Mt. Pisgah, North Winona, Duck Hill, West Winona, Alva, East Winona, Lodi, Kilmichael, Southeast Winona and South Winona; in Panola County the precincts of West Sardis, West Como, East Como, Pleasant Mount, Longtown, Crenshaw, Pleasant Grove, South Sardis, Belmont-Hebron, Curtis, North Asa, East Crowder, Tocowa, Pope, Courtland, Batesville 3, West Batesville 4, North Batesville A and North Batesville B; in Tate County the precincts of Sarah, Sherrod, Strayhorn, Coldwater No. 2, Arkabutla, Evansville, Coldwater No. 3, Senatobia No. 4, Looxahoma, Tyro, Thyatira and Wyatte; in Yalabusha County the precincts of Oakland and Coffeeville 4; and that portion of Hinds County not included in the Second Congressional District.
FOURTH DISTRICT. The Fourth Congressional District shall be composed of the following counties and portions of counties:
Alcorn, Benton, Calhoun, Chickasaw, Choctaw, DeSoto, Itawamba, LaFayette, Lee, Marshall, Pontotoc, Prentiss, Tippah, Tishomingo, Union and Webster; that portion of Attala County not included in the Third Congressional District; that portion of Grenada County not included in the Third Congressional District; that portion of Leake County not included in the Third Congressional District; that portion of Madison County not included in the Third Congressional District; that portion of Monroe County not included in the Second Congressional District; that portion of Montgomery County not included in the Third Congressional District; that portion of Neshoba County not included in the Second Congressional District; that portion of Newton County not included in the Second Congressional District; that portion of Panola County not included in the Third Congressional District; that portion of Rankin County not included in the Second Congressional District; that portion of Scott County not included in the Second Congressional District; that portion of Tate County not included in the Third Congressional District; that portion of Winston County not included in the Second Congressional District; and that portion of Yalobusha County not included in the Third Congressional District.

(2) The boundaries of the congressional districts described in subsection (1) of this section shall be the boundaries of the counties along such congressional district boundaries as the boundaries of such counties existed on October 1, 2001, and the precinct boundaries along such congressional district boundaries as such precinct boundaries are contained in Census 2000 redistricting maps (Public Law 94-171) TIGER line file.
SECTION 2. The Chairman of the Standing Joint Congressional Redistricting Committee, with the assistance of counsel employed by the Standing Joint Congressional Redistricting Committee, shall submit this act, immediately upon approval by the Governor or approval by the Legislature subsequent to a veto, either to the Attorney General of the United States or to the United States District Court of the District of Columbia, or both, in accordance with the provisions of the Voting Rights Act of 1965, as amended and extended.
SECTION 3. This act shall take effect and be in force from and after the date it is effectuated under Section 5 of the Voting Rights Act of 1965, as amended and extended.
Further, amend by striking the title in its entirety and inserting in lieu thereof the following:
AN ACT TO AMEND SECTION 23-15-1037, MISSISSIPPI CODE OF 1972, TO REAPPORTION THE CONGRESSIONAL DISTRICTS OF MISSISSIPPI; AND FOR RELATED PURPOSES.
