( ) If a property owner shows proof of installation or testing of a backflow preventer as required by the State Board of Health prior to February 1, 2001, such property owner shall be reimbursed for the cost of such installation and/or testing from the State General Fund. In order to apply for reimbursement, any such property owner shall submit a copy of the plumber's or other installer's invoice to the county health department prior to July 1, 2001, and any such reimbursement shall be limited to One Thousand Dollars ($1,000.00) per property owner.
