AMEND on page 7, after line 202, by inserting the following new SECTION 17 and renumber succeeding sections:

SECTION 17. None of the funds appropriated in Section 2 shall be expended unless members of the Mississippi House of Representatives and Mississippi Senate representing such districts are notified at least three (3) days prior to the awarding of Community Development Block Grants or any other grants to their districts.
