A RESOLUTION TO CREATE A NEW HOUSE RULE TO REQUIRE THE MEMBER WHO IS EXPLAINING A CONFERENCE REPORT TO THE HOUSE TO EITHER READ THE CONFERENCE REPORT IN ITS ENTIRETY TO THE HOUSE OR EXPLAIN ANY AND ALL DIFFERENCES OR ADDITIONS TO THE CONFERENCE REPORT THAT WERE NOT INCLUDED IN THE ORIGINAL VERSION OF THE BILL AS IT WAS PASSED BY THE HOUSE; TO REQUIRE THAT COPIES OF CONFERENCE REPORTS IN THEIR ENTIRETY BE PLACED IN WRITTEN FORM ON THE DESKS OF HOUSE MEMBERS BEFORE THE BEGINNING OF THE SESSION DURING WHICH THE CONFERENCE REPORT IS PRESENTED TO THE HOUSE FOR CONSIDERATION; AND FOR RELATED PURPOSES.
BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF MISSISSIPPI, That the 2000-2004 Rules of the House are amended by creating a new rule to read as follows:
"___. (1) When a conference report is under consideration by the House, before the House may vote on adopting the conference report, the member who is explaining the conference report must either read the conference report in its entirety to the House, or explain to the House any and all differences or additions to the conference report that were not included in the original version of the bill or resolution as it was passed or adopted by the House.
(2) A copy of each conference report in its entirety must be placed in written form on the desks of members of the House before the beginning of the session during which the conference report is presented to the House for consideration."
