AN ACT TO AUTHORIZE THE BOARD OF SUPERVISORS OF HUMPHREYS COUNTY, THE GOVERNING AUTHORITIES OF HUMPHREYS COUNTY WATER ASSOCIATION AND THE GOVERNING AUTHORITIES OF THE CITIES OF BELZONI, ISOLA, LOUISE, AND SILVER CITY TO CONTRACT FOR THE PURPOSE OF INCLUDING COUNTY ASSESSED GARBAGE OR RUBBISH COLLECTION AND DISPOSAL FEES ON THE WATER BILLS OF SUCH MUNICIPALITIES AND/OR WATER ASSOCIATION, FOR THE COLLECTION AND PAYMENT OF SUCH FEES TO THE COUNTY AND FOR THE TERMINATION OR DISCONTINUANCE OF WATER SERVICES UPON NONPAYMENT OF FEES BY CUSTOMERS; AND FOR RELATED PURPOSES.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:

SECTION 1. (1) The Board of Supervisors of Humphreys County, in its discretion, may contract with the governing authorities of Humphreys County Water Association, the governing authorities of the City of Belzoni, the governing authorities of the City of Isola, the governing authorities of the City of Louise, and the governing authorities of the City of Silver City, or with the governing authorities of one or more of any such entities, for the purpose of including county assessed garbage or rubbish collection and disposal fees on the water bills of such municipalities and/or water association.

(2) The governing authorities of the City of Belzoni, the governing authorities of the City of Isola, the governing authorities of the City of Louise or the governing authorities of the City of Silver City, or the governing authorities of one or more of any such municipalities, in the discretion of the governing authorities of such respective municipality or municipalities, may contract with the Board of Supervisors of Humphreys County for the purpose of including county assessed garbage or rubbish collection and disposal fees on the water bills of such municipality or municipalities.

(3) Contracts entered into under the provisions of this act may provide for collection of county assessed garbage or rubbish collection and disposal fees by the water association, municipality or municipalities, the payment of such fees to the county and the termination or discontinuance of water services to customers upon nonpayment of the fees.

SECTION 2. This act shall take effect and be in force from and after its passage.
