AMENDMENT No. 1 PROPOSED TO

AMEND by inserting the following after line 291:
It is the intention of the Legislature that should the revenue estimate for FY 2002 provide for a five and two-tenths percent (5.2%) increase then not less than Twenty-four Million Dollars ($24,000,000.00) shall be considered discretionary funds and shall be appropriated for FY 2002 as follows:
Ayers-related Programs $ 10,000,000.00
Teacher Pay Increases $ 14,000,000.00
TOTAL $ 24,000,000.00
If the revenue estimate for FY 2002 exceeds a five and two-tenths percent (5.2%) increase then that amount shall be appropriated for Ayers-related Programs and teacher pay increases at forty-two percent (42%) and fifty-eight percent (58%), respectively.
It is further the intention of the Legislature that should the revenue estimate for FY 2003 provide for a five and nine-tenths percent (5.9%) increase then not less than Eighty Million Dollars ($80,000,000.00) shall be considered new discretionary funds and shall be appropriated for FY 2003 as follows:
Ayers-related Programs $ 20,000,000.00
Teacher Pay Increases $ 43,000,000.00
State Employee Pay Increases $ 17,000,000.00
TOTAL $ 80,000,000.00
If the revenue estimate for FY 2003 exceeds a five and nine-tenths percent (5.9%) increase then that amount shall be appropriated for Ayers-related Programs, teacher pay increases and state employee pay increases at twenty-five percent (25%), fifty-four percent (54%) and twenty-one percent (21%), respectively.
It is further the intention of the Legislature that should the revenue estimate for FY 2004 provide for a five and one-tenth percent (5.1%) increase then not less than One Hundred Million Dollars ($100,000,000.00) shall be considered new discretionary funds and shall be appropriated for FY 2004 as follows:
Ayers-related Programs $ 25,000,000.00
Teacher Pay Increases $ 56,000,000.00
State Employee Pay Increases $ 19,000,000.00
TOTAL $100,000,000.00
If the revenue estimate for FY 2004 exceeds a five and one-tenth percent (5.1%) increase then that amount shall be appropriated for Ayers-related Programs, teacher pay increases and state employee pay increases at twenty-five percent (25%), fifty-six percent (56%) and nineteen percent (19%), respectively.
