(4) No state board that licenses health care providers shall promulgate or enforce any rule or regulation that affects the practice of its licensees which does not apply equally to the practice of all its licensees. This provision applies to all rules and regulations made and effected by such boards both prior to and subsequent to the effective date of this act.
