(vii) In order to enhance access to adolescent psychiatric services for patients in the Mississippi Delta, to promote and provide for the health and welfare of the general public, and notwithstanding any provisions of Section 41-71-171 et seq., to the contrary, the State Department of Health shall issue a certificate of need for the addition of sixty (60) child adolescent psychiatric beds to any county-owned hospital located in Washington County, Mississippi. The provision of Section 41-7-193(1) regarding substantial compliance with the projection of need as reported in the State Health Plan are waived for the purpose of this subsection.
