REPORT OF CONFERENCE COMMITTEE

MR. SPEAKER AND MR. PRESIDENT:

We, the undersigned conferees, have had under consideration the amendments to the following entitled BILL:

H. B. No. 776: Suspension or expulsion; clarify authority regarding students whose presence is detrimental to educational environment.

We, therefore, respectfully submit the following report and recommendation:

 

1. That the Senate recede from its Amendment No. 1.

2. That the House and Senate adopt the following amendment:

 

AMEND on line 46 by deleting the language "administrative superintendent,".

AMEND FURTHER on line 73 by deleting the language "or administrative superintendent".

AMEND FURTHER on lines 180 through 182 by striking the language "members of the American Institute of Real Estate Appraisers or the Society of Real Estate Appraisers" and by inserting in lieu thereof the language "certified general appraisers licensed by the State of Mississippi".

AMEND FURTHER on line 209 by deleting the language "or the administrative superintendent".

AMEND FURTHER on line 222 by inserting the following language after the period:

"Whenever the purchase price for such real property is greater than Fifty Thousand Dollars ($50,000.00), the school board shall not purchase the property for an amount exceeding the fair market value of such property as determined by the average of at least two (2) independent appraisals by certified general appraisers licensed by the State of Mississippi."

AMEND FURTHER on line 262 by deleting the language "The school boards of all school districts,".

AMEND FURTHER on line 263 by striking the word "may" and inserting in lieu thereof "to".

AMEND FURTHER the title on line 6 by inserting immediately after the word "WHOLE" a comma and the following language:

"AND TO REQUIRE SCHOOL BOARDS TO OBTAIN TWO APPRAISALS BEFORE PURCHASING CERTAIN REAL PROPERTY"
