Senate Concurrent Resolution 513

A CONCURRENT RESOLUTION COMMENDING CORPORAL JEFF PALMER OF THE TUPELO DISTRICT OF THE MISSISSIPPI BUREAU OF NARCOTICS UPON BEING NAMED NARCOTICS OFFICER OF THE YEAR.

WHEREAS, Corporal Jeff Palmer, one of Alcorn County's finest, is a six-year veteran of the Tupelo district of the Mississippi Bureau of Narcotics; and

WHEREAS, Palmer was chosen from a prestigious field of over 150 Mississippi narcotics agents by a majority of captains representing the nine districts that divide the state; and

WHEREAS, he was chosen because of his outstanding case production year after year, particularly in 1998 when he surpassed the agency record for cases initiated by initiating 177 cases; and

WHEREAS, according to Sheriff Jimmy Taylor, who served as a state narcotics agent for two years before his election to three straight terms as Alcorn County's top law enforcement officer, agents are judged on case production, complexity, management and success; and

WHEREAS, an agent's ability to testify in court and overall job performance are also factors; and

WHEREAS, the award is not a popularity contest; the agents are judged on merit; and

WHEREAS, Corporal Palmer is dedicated to his job and has done good work on many high-level federal and state cases that have resulted in the prosecution of big-time criminals; and

WHEREAS, Palmer began his interest in law enforcement while earning his bachelor of arts degree in sociology at Mississippi State University, where he worked as a patrolman for the campus police department; and

WHEREAS, Palmer previously also served as a deputy at the Alcorn County Sheriff's Department; and

WHEREAS, in addition to his other duties, Palmer conducts field training for new agents at the Tupelo district, where he is also a fire arms and training instructor and a member of the Meth Lab Team; and

WHEREAS, the award was presented to Palmer by Director Tom Blain during the Bureau's annual General Assembly at the Jackson headquarters:

NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE OF MISSISSIPPI, THE HOUSE OF REPRESENTATIVES CONCURRING THEREIN, That, we do hereby commend Corporal Jeff Palmer upon receiving the Mississippi Bureau of Narcotics Officer of the Year Award.

BE IT FURTHER RESOLVED, That a copy of this resolution be presented to Corporal Palmer.
