House Concurrent Resolution 117
A CONCURRENT RESOLUTION COMMENDING THE LIFE AND ACCOMPLISHMENTS OF REPRESENTATIVE DICK LIVINGSTON AND EXPRESSING DEEPEST SYMPATHY TO HIS FAMILY AND FRIENDS UPON HIS PASSING.
WHEREAS, Representative Dick Livingston, born March 22, 1940, departed this life on March 28, 2000, causing a great loss to his family and friends; and
WHEREAS, Representative Livingston dedicated 28 years of service to the people of District 75 in the House of Representatives, which includes parts of Scott, Rankin and Smith Counties; and
WHEREAS, a lifelong resident of the Pulaski community near Morton, Mississippi, Representative Livingston graduated from Morton High School and furthered his education at East Central Community College and Millsaps College, where he received a bachelor's degree; and
WHEREAS, Representative Livingston, during his long tenure, served the people of Mississippi with distinction having served as Chairman of the Game and Fish Committee for the past 12 years and as a member of the Appropriations, Education, Public Buildings, Grounds and Lands and Library Committees; and
WHEREAS, known as an avid sportsman and a champion for preservation of the environment and natural resources, Representative Livingston received the Mississippi Department of Wildlife Federation Conservation Legislator of the Year Award in 1999; and
WHEREAS, Representative Livingston was an active member of his community and involved in organizations such as the Morton Lions Club, the Morton Chamber of Commerce and served as the President of the Alumni Association of East Central Community College; and
WHEREAS, in addition, Representative Livingston was a member of Independence United Methodist Church, where he taught Sunday School, was chairman of the pastor-parish relations board and the church administration board and was a lay leader; and
WHEREAS, Representative Livingston is survived by his wife, the former Martha Waggoner; their children, David, Lee Anne, Marsha, Rori and Jennifer; two grandchildren, Alice and Eva; and
WHEREAS, it is the policy of this Legislature to recognize and commend outstanding public servants such as Representative Dick Livingston, who distinguished himself as a highly respected legislator:
NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF MISSISSIPPI, THE SENATE CONCURRING THEREIN, That we do hereby commend the life and accomplishments of our friend and colleague, Representative Dick Livingston, and express our deep appreciation for the immense personal sacrifice in the many years Representative Livingston spent in attending to the needs of his constituents and the citizens of Mississippi.
BE IT FURTHER RESOLVED, That copies of this resolution be furnished to the family of Representative Livingston and to the members of the Capitol Press Corps.
