A CONCURRENT RESOLUTION COMMENDING THE LONG AND DISTINGUISHED CAREER OF MR. PHIL CARTER AND CONGRATULATING HIM UPON HIS RETIREMENT.

WHEREAS, Mr. Phil Carter will retire from the Office of the Attorney General of the State of Mississippi on May 1, 2000; and

WHEREAS, after graduating from Vardaman High School, Mr. Carter attended Delta State University in Cleveland, Mississippi, where he earned a bachelor's degree in business administration; and

WHEREAS, Mr. Carter furthered his education at Mississippi College, where he earned a master's in business administration and earned a juris doctorate from Mississippi College School of Law; and

WHEREAS, Mr. Carter, a graduate of the Marine Corps Officer's Candidate School in Quantico, Virginia, served in the United States Marine Corps from March 1969 until 1972, when he was released from active duty with the rank of First Lieutenant; and

WHEREAS, in 1972, Mr. Carter was hired as the Personnel Officer for the City of Jackson, where he worked extensively in bringing the City of Jackson into compliance with the 1975 Consent Decree; and

WHEREAS, Mr. Carter began his service to the State of Mississippi in 1972, serving as the Assistant Executive Secretary to the Mississippi State Public Service Commission and served briefly as an Administrative Assistant for the Mississippi State Treasury Department in 1981; and

WHEREAS, in 1981, Mr. Carter began working for the Office of the Attorney General of the State of Mississippi as a Special Assistant Attorney General and has also served as an Assistant Attorney General from 1989 to 1996; and

WHEREAS, in 1986, Mr. Carter went to work as the Director of Elections for the Office of the Secretary of State and served as Assistant Secretary of State for Elections from 1996 to January 2000; and

WHEREAS, currently, Mr. Carter is serving the State of Mississippi as a Special Assistant Attorney General; and

WHEREAS, it is the policy of this Legislature to recognize and commend outstanding Mississippians such as Mr. Phil Carter, who has dedicated his career to serving the citizens of the State of Mississippi:

NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF MISSISSIPPI, THE SENATE CONCURRING THEREIN, That we do hereby commend and congratulate Mr. Phil Carter upon his retirement and express our appreciation for his many years of outstanding service to the State of Mississippi.

BE IT FURTHER RESOLVED, That copies of this resolution be furnished to Mr. Phil Carter and to the members of the Capitol Press Corps.
