AN ACT TO AUTHORIZE THE BOARD OF SUPERVISORS OF ANY COUNTY TO ESTABLISH A COMMUNITY AND JUNIOR COLLEGE DISTRICT SCHOLARSHIP PROGRAM FOR GRADUATING PUBLIC HIGH SCHOOL SENIORS WITH THE HIGHEST GRADE POINT AVERAGES WHO ATTEND A PUBLIC COMMUNITY OR JUNIOR COLLEGE WHOSE DISTRICT INCLUDES THE HIGH SCHOOL FROM WHICH THE STUDENT GRADUATED; AND FOR RELATED PURPOSES.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:
SECTION 1. The board of supervisors of any county, in its discretion, may establish a community and junior college district scholarship program. The program shall be designed to award scholarships to graduating high school seniors who attend a public community or junior college. In order to qualify for the scholarship, the student must (a) be a graduate of a public high school in the county, (b) have the highest grade point average among all graduating seniors in his class, and (c) attend a public community or junior college whose district includes the high school from which the student graduated. Only one (1) scholarship may be awarded for each public high school in the county. The amount of the scholarship shall not exceed Five Hundred Dollars ($500.00) for each qualifying student, and shall be payable out of any available funds of the county directly to the community or junior college district in which the county is located. The community or junior college receiving such monies shall keep a separate account for each student awarded a scholarship under this program and shall credit any expenditures for tuition, books or other fees as a charge against the account. If the senior with the highest grade point average in his high school does not attend a public community or junior college whose district includes the high school from which the student graduated, then the scholarship shall be awarded to the student from that same high school who has the highest grade point average among all graduating seniors in that high school who does attend a public community or junior college whose district includes the high school from which the student graduated.
SECTION 2. This act shall take effect and be in force from and after October 1, 2000.
