AN ACT TO REQUIRE PERSONS ENGAGED IN THE BUSINESS OF SELLING AT RETAIL PREOWNED OR USED MOTOR VEHICLES TO CERTIFY TO THE PURCHASER OF SUCH VEHICLE THAT ALL SEAT BELTS OF THE VEHICLE ARE IN GOOD CONDITION AND FUNCTIONING PROPERLY; TO REQUIRE AN ACKNOWLEDGEMENT BY THE PURCHASER; AND FOR RELATED PURPOSES.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:
SECTION 1. Every person, corporation, partnership or other legal entity to whom a privilege license has been issued authorizing such person or legal entity to engage in the business of selling preowned or used motor vehicles, upon the sale at retail of any preowned or used motor vehicle, shall issue a certificate, in writing, to the purchaser certifying that all seat belts with which the vehicle is equipped are in good condition and are functioning properly on the date of the sale. The purchaser shall be required to sign the certificate acknowledging that he has made a visual inspection of the seatbelts of the vehicle and that such seatbelts do appear to be in good condition and functioning properly at the time of the sale.
SECTION 2. This act shall take effect and be in force from and after July 1, 2000.
