Title: AN ACT TO PROVIDE THAT ANY PERSON WHO APPLIES FOR A LICENSE ISSUED BY A STATE AGENCY OR FOR STATE-FUNDED PUBLIC ASSISTANCE BENEFITS MUST BE A CITIZEN OR PERMANENT RESIDENT OF THE UNITED STATES AND MUST DEMONSTRATE THAT HE OR SHE IS ABLE TO SPEAK AND UNDERSTAND THE ENGLISH LANGUAGE BEFORE HE OR SHE WILL BE ELIGIBLE TO RECEIVE THE LICENSE OR THE PUBLIC ASSISTANCE BENEFITS; TO AMEND SECTIONS 43-13-115 AND 43-17-1, MISSISSIPPI CODE OF 1972, TO CONFORM TO THE PROVISIONS OF THIS ACT; AND FOR RELATED PURPOSES.
