Title: AN ACT TO AUTHORIZE THE SECURE AND VERIFIABLE DOCUMENT; TO PROHIBIT A PUBLIC ENTITY FROM ACCEPTING, RELYING OR UTILIZING ANY IDENTIFICATION DOCUMENT THAT IS NOT SECURE AND VERIFIABLE; TO PROVIDE PENALTIES FOR VIOLATION; TO AMEND SECTION 31-5-17, MISSISSIPPI CODE OF 1972, TO PROHIBIT THE AWARDING OF STATE CONTRACTS TO CONTRACTORS THAT HAVE PERSONS WHO ARE NOT AMERICAN CITIZENS OR LEGAL ALIENS WHO WILL WORK UNDER THE STATE CONTRACT; TO REQUIRE THAT EVERY PUBLIC OFFICER, CONTRACTOR, OR AGENT WHO ENGAGES IN OR IS IN CHARGE OF THE CONSTRUCTION OF ANY STATE BUILDING OR PUBLIC WORK FOR THE STATE EMPLOY ONLY WORKERS WHO ARE AMERICAN CITIZENS OR LEGAL ALIENS OR WHO HAVE SOME SPECIALTY FOR WHICH AMERICAN CITIZENS OR LEGAL ALIENS CANNOT BE FOUND; TO ASSESS PENALTIES AGAINST THOSE CONTRACTORS WHO VIOLATE THIS REQUIREMENT; TO AMEND SECTION 31-7-13, MISSISSIPPI CODE OF 1972, TO PROHIBIT STATE AGENCIES AND GOVERNING AUTHORITIES FROM ACCEPTING BIDS FROM OR ENTERING INTO A CONTRACT WITH A CONTRACTOR OR VENDOR THAT HAS PERSONS WHO ARE NOT AMERICAN CITIZENS OR LEGAL ALIENS WHO WILL WORK UNDER THE CONTRACT; TO ALLOW CONTRACTORS OR VENDORS ENTERING INTO A CONTRACT WITH STATE AGENCIES TO HAVE PERSONS WHO WILL WORK UNDER THE CONTRACT WHO HAVE SOME SPECIALTY FOR WHICH AMERICAN CITIZENS OR LEGAL ALIENS CANNOT BE FOUND; TO ASSESS PENALTIES AGAINST THOSE CONTRACTORS WHO VIOLATE THIS REQUIREMENT; TO AMEND SECTION 45-1-3, MISSISSIPPI CODE OF 1972, TO AUTHORIZE THE COMMISSIONER OF PUBLIC SAFETY TO CREATE RULES TO DIRECT LAW ENFORCEMENT OFFICERS TO ASSIST THE FEDERAL GOVERNMENT WITH IMMIGRATION EFFORTS; AND FOR RELATED PURPOSES.
