Title: AN ACT TO AUTHORIZE THE CREATION OF SHORELINE AND BEACH PRESERVATION DISTRICTS; TO PROVIDE FOR CREATION OF THE DISTRICT BY PETITION OF LANDOWNERS; TO REQUIRE PUBLICATION OF A NOTICE OF INTENT TO CREATE A DISTRICT AND TO REQUIRE A PUBLIC HEARING; TO PROVIDE FOR A REFERENDUM ON THE CREATION OF THE DISTRICT; TO AUTHORIZE THE PAYMENT OF COSTS FOR CREATION OF THE DISTRICT; TO PROVIDE FOR APPOINTMENT OF A BOARD OF COMMISSIONERS OF THE DISTRICT AND FOR THEIR TERMS OF OFFICE AND COMPENSATION; TO AUTHORIZE THE BOARD OF COMMISSIONERS TO EXERCISE CERTAIN POWERS AND DUTIES; TO AUTHORIZE THE DISTRICT TO ISSUE NEGOTIABLE SPECIAL IMPROVEMENT BONDS FOR PROJECTS; TO AUTHORIZE THE BOARD OF SUPERVISORS TO EXERCISE THE POWER OF EMINENT DOMAIN UPON REQUEST OF THE BOARD OF COMMISSIONERS; TO AUTHORIZE THE BOARD OF SUPERVISORS TO LEVY AN AD VALOREM TAX NOT TO EXCEED FOUR (4) MILLS ON TAXABLE REAL PROPERTY IN THE DISTRICT AND TO MAKE SPECIAL ASSESSMENTS ON PROPERTY IN THE DISTRICT; TO PROVIDE FOR THE CALCULATION OF ANY SPECIAL ASSESSMENTS; AND FOR RELATED PURPOSES.
