     AMEND by inserting the following below line 59:

(*)  Before a school district may receive a student without the consent of the transferor district under this subsection (1), it must adopt a written nondiscrimination policy applicable to students seeking transfer under this subsection (1) and provide notice of such policy to the parent or legal guardian at the time of application for transfer.  Such policy shall prohibit the denial of a transfer application based on race, color, national origin, ethnicity, religion, sex, disability, socioeconomic status, prior school enrollment, academic standing of the transferor district, or the accountability rating of the transferor district.

     FURTHER, AMEND the title to conform.
