AN ACT TO RESTORE THE RIGHT OF SUFFRAGE TO KELVIN WINDING OF HINDS COUNTY, MISSISSIPPI; AND FOR RELATED PURPOSES.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:
SECTION 1. The right of suffrage is hereby fully and completely restored to Kelvin Winding of Hinds County, Mississippi, who was disqualified as an elector as a result of his conviction for the crime of receiving stolen property on September 26, 2011, in Madison County, Mississippi, for which he was sentenced to serve ten (10) years in the custody of the Mississippi Department of Corrections, with the last nine (9) years suspended and placed on supervised probation for five (5) years under the direct supervision of the Mississippi Department of Corrections. He was placed in the Intensive Supervision Program for one (1) year.
He was released from probation on October 18, 2017, due to expiration of his sentence. The Legislature is informed that he has since conducted himself as a law-abiding and honorable citizen in a good and lawful manner.
SECTION 2. This act shall take effect and be in force from and after its passage.
