AN ACT TO CREATE THE MISSISSIPPI NONPROFIT PARTNERSHIP STUDY COMMITTEE; TO PROVIDE THAT THE COMMITTEE IS TO STUDY THE MISSISSIPPI ALLIANCE OF NONPROFITS AND PHILANTHROPY'S PROTOTYPE SYSTEM FOR WORKFORCE DEVELOPMENT AND EMPLOYMENT SERVICES; TO PROVIDE THE MEMBERS OF THE COMMITTEE; TO PROVIDE THAT THE COMMITTEE SHALL STUDY AND MAKE A REPORT ON THE PROTOTYPE SYSTEM THAT WILL IDENTIFY, DOCUMENT, NETWORK, ASSESS NEEDS AND CREATE A PLAN FOR INCREASING ACCOUNTABILITY, TRANSPARENCY, OCCUPATIONAL CAPACITY AND INFORMATION SHARING FOR NONPROFIT ORGANIZATIONS IN MISSISSIPPI THAT ARE AWARDED GRANTS AND CONTRACTS THAT USE FEDERAL OR STATE RESOURCES THAT ARE RELATED TO WORKFORCE DEVELOPMENT AND EMPLOYMENT SERVICES; TO REQUIRE THE STUDY COMMITTEE TO REPORT TO CERTAIN OFFICIALS BY DECEMBER 1, 2024; AND FOR RELATED PURPOSES.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:
SECTION 1. (1) There is created the Mississippi Nonprofit Partnership Study Committee. The purpose of the committee is to study the Mississippi Alliance of Nonprofits and Philanthropy's prototype system for workforce development and employment services.
(2) The Mississippi Nonprofit Partnership Study Committee shall be comprised of the following members:
(a) The Secretary of State, or his or her designee;
(b) One (1) member to be appointed by the Governor;
(c) One (1) member to be appointed by the Lieutenant Governor;
(d) One (1) member to be appointed by the Speaker of the House of Representatives; and
(e) The Executive Director of the Mississippi Alliance of Nonprofits and Philanthropy, or his or her designee.
(3) Appointments shall be made within thirty (30) days after the sine die adjournment of the 2024 Regular Session. At the first meeting, the study committee shall elect a chair and a vice chair. The study committee shall meet and organize fifteen (15) days after all appointments have been made. The vice chair shall also serve as secretary and shall be responsible for keeping all records of the study committee. A majority of the members of the study committee shall constitute a quorum. In the selection of its officers and the adoption of rules, resolutions and reports, an affirmative vote of a majority of the study committee shall be required. All members shall be notified in writing of all meetings, such notices to be mailed at least fifteen (15) days before the date on which a meeting is to be held. Members of the study committee shall not be compensated or reimbursed for travel expenses.
(4) The committee shall study and make a report on the following:
(a) The prototype system that will identify, document, network, assess needs and create a plan for increasing accountability, transparency, occupational capacity and information sharing for nonprofit organizations in Mississippi that are awarded grants and contracts that use federal or state resources that are related to workforce development and employment services;
(b) The necessity for any prototype system;
(c) The federal and state grants that are awarded to nonprofits in Mississippi for workforce development and employment services; and
(d) Anything else that the committee deems necessary to review and study.
(5) The study committee shall submit its report to the Governor, Lieutenant Governor, Speaker of the House of Representatives, Chairmen of the House and Senate Appropriations Committees, the Chairman of the House Workforce Development Committee and the Chairman of the Senate Economic and Workforce Development Committee by December 1, 2024. After such report is submitted, the study committee shall be dissolved.
SECTION 2. This act shall take effect and be in force from and after its passage.
