AN ACT MAKING AN APPROPRIATION TO THE DEPARTMENT OF PUBLIC SAFETY FOR PURCHASING BODY-WORN CAMERAS FOR ALL CAPITOL POLICE OFFICERS EMPLOYED TO PATROL THE CAPITOL COMPLEX IMPROVEMENT DISTRICT TO BE WORN ON THE UNIFORMS OF THE OFFICERS WHILE THEY ARE ON DUTY, FOR THE FISCAL YEAR 2024.

     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:

SECTION 1.  The following sum, or so much of it as may be necessary, is appropriated out of any money in the State General Fund not otherwise appropriated, to the Department of Public Safety for purchasing body-worn cameras for all Capitol Police officers employed to patrol the Capitol Complex Improvement District (CCID) as described in Section 29-5-203, Mississippi Code of 1972, to be worn on the uniforms of the officers while they are on duty, for the fiscal year beginning July 1, 2023, and ending June 30, 2024............................. $ 2,500,000.00.

     SECTION 2.  (1)  As used in this act, the term "body-worn camera" means devices worn by police officers that electronically record audio and video of the activities of the officers.

     (2)  The purpose of providing body-worn cameras for Capitol Police officers as provided in this act is to benefit members of the community in the CCID and the Capitol Police by (a) improving police services in the CCID, (b) increasing accountability and transparency for individual interactions of the Capitol Police, and (c) strengthening trust among the Capitol Police officers and the community that they serve.

     (3)  As a condition of receiving the funds for purchasing body-worn cameras under this act, the Department of Public Safety and the Capitol Police must check the cameras not less frequently than once each month.

     SECTION 3.  The money appropriated by this act shall be paid by the State Treasurer out of any money in the State General Fund not otherwise appropriated, upon warrants issued by the State Fiscal Officer; and the State Fiscal Officer shall issue his or her warrants upon requisitions signed by the proper person, officer or officers in the manner provided by law.

     SECTION 4.  This act shall take effect and be in force from and after July 1, 2023.
