House Concurrent Resolution 17

A CONCURRENT RESOLUTION MOURNING THE LOSS AND COMMEMORATING THE LIFE AND LEGACY OF MR. CARROLL V. HOOD.

     WHEREAS, it is written in Ecclesiastes 3:1 that "To everything there is a season, and a time for every purpose under the Heaven," and as such, on October 11, 2021, the immaculate author and finisher of our soul's destiny summoned the mortal presence of dearly beloved, Mr. Carroll V. Hood to eternal rest, rendering great sorrow and loss to his family, friends and community; and

     WHEREAS, the State of Mississippi and the City of Hazlehurst, Mississippi, lost a wonderful friend, loving husband and father and dedicated community leader with the passing of Mr. Hood, who was born on June 29, 1936, in Copiah County, Mississippi, to the late R.S. Hood and Carrie Dell Hood, and there is now a hush in our hearts as we come together to pay our respects to the memory of one who has been called to join that innumerable heavenly caravan; and

     WHEREAS, after graduating from Hazlehurst High School and at the time, Copiah-Lincoln Junior College, Mr. Hood joined an elite fraternity of soldiers in the Air National Guard and the Army National Guard, and he patriotically served his country for nine years until he received his honorable discharge; and

     WHEREAS, the love and affection of Mr. Hood pierced the heart and soul of Elizabeth Ann Warren Hood, and after the two lovebirds exchanged the vows of holy matrimony, they were married for over 65 years and had five children; and

     WHEREAS, Mr. Hood was not only an accomplished businessman and knowledgeable land developer, but he was also President of Hood Petroleum Company, Inc., Copiah Oil Company, Inc., and HICO, Inc., General Insurance Agency; and

     WHEREAS, additionally, Mr. Hood was in the LP Gas business for 17 years, the interstate and intrastate trucking business for 30 years, the wholesale tire and appliance business for 15 years and the cattle business for 25 years; and

     WHEREAS, Mr. Hood held numerous leadership positions and served on many elite boards throughout his professional career, including Chairman, Mississippi State Oil and Gas Board; Board of Directors, Mississippi Economic Council; President, Mississippi Chapter, Missouri Fox Trotter Horse Breed Association; State Fuel and Energy Management Commission; Executive Board, Copiah County Chairman, S.M.B. Andrew Jackson Council Boy Scouts; Commissioner, Mississippi Employment Security Commission; Board of Directors, Kimbrough Investment Company; Member, Research and Development Council; Chairman, Farmers Home Committee; Member, Mississippi State Parole Board; Member, Board of Economic Development; and Representative of the Southeastern Region of the United States on the Gates Rubber Company Dealer Council; and

     WHEREAS, Hazlehurst and the people who live there were truly special to Mr. Hood, and he served his community in so many wonderful ways, including Board of Trustees, Hardy Wilson Memorial Hospital; Board of Directors, Bank of the South; Board of Directors, Copiah County Economic Development District; former president, Copiah Industrial Development Foundation; former president, Copiah County Economic Development District, and he was a member of the Hazlehurst Chamber of Commerce, the Mississippi Petroleum Marketers Association, the Mississippi Cattlemen's Association, Rolling Hills Country Club in Crystal Springs and the University Club in Jackson; and

     WHEREAS, as President of the Board of Trustees of Copiah County Medical Center, Mr. Hood played a vital role in the building of the new hospital in Hazlehurst, and because of their unparalleled dedication to their community, Mr. Hood and his wife, Elizabeth, received the Hazlehurst Chamber of Commerce Lifetime Achievement Award in 2008; and 

     WHEREAS, Mr. Carroll V. Hood was a strong, loving and compassionate husband, father, grandfather, confidante and friend who touched the lives of all those who crossed his sweet and charming path, and his warm hugs, positive energy, contagious laughter and bright smile will be forever cherished by his family, friends and others who knew him and experienced his greatness; and

     WHEREAS, though he has traversed life's river to now stand upon the celestial shores in wonderment of Heaven's grandeur in glorious reunion with those who transitioned before him, including his parents, R.S. and Carrie Dell Hood; his brothers, Sidney Hood, Robin Hood and Dale Hood; his sister, Peggy Hood Catchings; his daughter, Shelia Hood Puryear; and his grandson, Brandt Hood, the memory of Mr. Hood, a man held in the highest regard by friends and family as an inspiring and precious gift from God, will continue to refresh the hearts and memories of his beloved survivors:  his loving wife, Elizabeth; children, Linda Hood, Jerry (Kimberly) Hood, Perry (Linda) Hood and Karen (Joe) Coates; 18 grandchildren; 15 great-grandchildren; his brother, Larry Hood; and a host of other relatives and friends; and

     WHEREAS, we encourage the family to find solace from the overwhelming sadness created by the earthly departure of their beloved family member in Revelation 21:4, wherein is recorded, "And God shall wipe away all tears from their eyes; and there shall be no more death, neither sorrow, nor crying, neither shall there be any more pain: for the former things are passed away" and renewed in their faith that Mr. Hood fulfilled the commandment of II Timothy 4:7 by having "fought a good fight, finishing his course and keeping the faith until the hour of his departure was at hand"; and

     WHEREAS, it is the policy of this Legislature to recognize and honor the lives of fine Mississippians, especially those such as Mr. Carroll V. Hood, a gracious man who loved his family, friends and community unconditionally, bringing glory and honor to the State of Mississippi:

     NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF MISSISSIPPI, THE SENATE CONCURRING THEREIN, That we do hereby mourn the loss and commemorate the life and legacy of Mr. Carroll V. Hood, and express deepest sympathy to his family and friends upon his passing.

     BE IT FURTHER RESOLVED, That copies of this resolution be furnished to the family of Mr. Carroll V. Hood and to the members of the Capitol Press Corps.
