A CONCURRENT RESOLUTION CONGRATULATING JAMES F. "TED" BOOTH ON RECEIVING THE 2020 LEGISLATIVE STAFF ACHIEVEMENT AWARD FOR HIS REMARKABLE COMMITMENT TO PRODUCING THE "REDISTRICTING LAW 2020," ALSO KNOWN AS THE RED BOOK, THE FOURTH EDITION OF THE NATION'S BEST LEGAL RESOURCE ON REDISTRICTING.
WHEREAS, James Frederick "Ted" Booth received the 2020 Legislative Staff Achievement Award from the Staff Co-Chairs of the National Conference of State Legislatures' Standing Committees for his remarkable commitment to producing "Redistricting Law 2020," also known as the Red Book, the Fourth Edition of the nation's best legal resource on redistricting; and
WHEREAS, the 2020 Legislative Staff Achievement Award is designed to recognize legislative staff who demonstrate excellence in supporting the work of a state legislature, strengthening the legislative institution and contributing to the success of the NCSL and its programs; and
WHEREAS, Booth graduated from Callaway High School in Jackson, Mississippi. He holds a Bachelor of Arts Degree in history, a Juris Doctorate Degree from Tulane University and a Master's Degree in Management from Northwestern University; and
WHEREAS, since 1984, Booth has been an employee of the Mississippi Legislature. During that time, Booth has served as the General Counsel for the Joint Legislative Committee on Performance Evaluation and Expenditure Review (PEER) of the Mississippi Legislature, and is also Counsel to the Standing Joint Legislative Committee on Reapportionment. He has also mentored younger lawyers hired by PEER. Further, Booth possesses a retentive mind and has an exhaustive knowledge of the Mississippi Code; and
WHEREAS, in 2000, Booth attended NCSL's Legislative Staff Management Institute. Since becoming involved in redistricting, he has served as the Staff Co-Chair for the National Conference of State Legislatures' Redistricting and Elections Committee three times. Booth is nationally recognized as an expert on redistricting and has served frequently on NCSL panels to discuss the topic; and
WHEREAS, it is with great pride that we join the National Conference of State Legislatures in recognizing James F. "Ted" Booth who has brought honor to the State of Mississippi and the Mississippi Legislature:
NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE OF MISSISSIPPI, THE HOUSE OF REPRESENTATIVES CONCURRING THEREIN, That we do hereby congratulate James F. "Ted" Booth on receiving the 2020 Legislative Staff Achievement Award for his remarkable commitment to producing the "Redistricting Law 2020," also known as the Red Book, the Fourth Edition of the nation's best legal resource on redistricting.
BE IT FURTHER RESOLVED, That this resolution be presented to James F. "Ted" Booth and be made available to the Capital Press Corp.
