AN ACT TO PROVIDE THAT THE EXECUTIVE DIRECTOR OF THE DEPARTMENT OF FINANCE AND ADMINISTRATION SHALL EMPLOY ALL CHIEF FINANCIAL OFFICERS AND ACCOUNTANTS FOR ALL STATE AGENCIES; TO PROHIBIT THE EMPLOYMENT OF ANY ADDITIONAL CHIEF FINANCIAL OFFICERS OR ACCOUNTANTS BY A STATE AGENCY WITHOUT THE WRITTEN PERMISSION OF THE EXECUTIVE DIRECTOR OF THE DEPARTMENT OF FINANCE AND ADMINISTRATION; AND FOR RELATED PURPOSES.

     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:

     SECTION 1.  The Executive Director of the Department of Finance and Administration shall employ all chief financial officers and accountants for all state agencies.  No additional chief financial officers or accountants may be employed by a state agency without the written permission of the Executive Director of the Department of Finance and Administration.

     For purposes of this section, the term "agency" means a board, commission, department, officer or other administrative unit of this state, including the agency head, and one or more members of the agency head or agency employees directly or indirectly purporting to act on behalf or under the authority of the agency head.  The term does not include the Legislature or any of its component units, the judiciary or any of its component units, or the Governor.  The term does not include a political subdivision of the state or any of the administrative units of a political subdivision.  The term does not include an institution of higher learning or a community or junior college.

     SECTION 2.  This act shall take effect and be in force from and after July 1, 2021.
