AMEND by deleting Section 12 in its entirety and renumbering the succeeding sections.

AMEND further the title on lines 14 through 16 by deleting the following language: "TO WAIVE THE STATE'S IMMUNITY FROM LIABILITY UNDER THE ELEVENTH AMENDMENT OF THE UNITED STATES CONSTITUTION;"
