A RESOLUTION TO AMEND HOUSE RULES TO CREATE A NEW HOUSE RULE NO. 104.1A TO REQUIRE THAT THE AGENDA OF ANY COMMITTEE MEETING SHALL BE MADE PUBLIC AT LEAST 24 HOURS BEFORE THE SCHEDULED MEETING.
BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF MISSISSIPPI, That a new House Rule 104.1A is created to read as follows:
104.1A. (1) (a) Except as otherwise provided in this rule, no less than twenty-four (24) hours before the time of a standing committee meeting, the Clerk of the House shall publish the agenda of each House committee meeting that is scheduled to meet during its standing committee time. The agenda of each House committee meeting that is scheduled to meet at any time other than its standing committee meeting time, shall be published on the official website of the Mississippi House of Representatives no less than one (1) hour before the scheduled time for such meeting.
(b) The agenda requirement of this rule shall not be applicable to:
(i) The Rules Committee;
(ii) The Management Committee;
(iii) Any joint or subcommittee meeting; or
(iv) Any hearing in which no bills will be adopted.
(2) All agendas shall be published on the official website of the Mississippi House of Representatives with the following information: (a) the name of the committee, (b) the date and time of the meeting, (c) the short title of each bill that is to be discussed during such meeting, and (d) a hyperlink to an electronic version of the text of the bill.
(3) No person may alter the agenda in any manner once it has been published. The committee is only permitted to address bills, issues etc., that are listed on the agenda that is published on the official website of the Mississippi House of Representatives.
BE IT FURTHER RESOLVED, That this amendment to create House Rule 104.1A as contained in this resolution shall take effect immediately upon adoption of this resolution by the House of Representatives.
